Question is…..WHY is it so easy to have bots around in this game? Can’t they change something that makes it harder for bots to exist in the first place? Instead of having to go around reporting, just cut them at the source.

Pretty sure every video game company in the world wish they knew the answer to this. Bot makers are very crafty. You think you fix the problem and they just find another exploit.
There are some things companies have tried in order to stop RMT, such as disabling all trading and selling of items, but it ultimately hurts the legit players the most.
Don't forget that most bot accounts are stolen with the original CC still attached so if the account is banned, the RMT people are out nothing except someones account. This is why I'm confused as how the phishing scams are able to be as successful as they are, because logic would dictate they have to be pooling all of the stolen gil somewhere and the fact that they use the phished accounts to perpetuate the scam provides a common thread that can be followed.
With the gil cap being only a billion, they probably have thousands of accounts spread over all servers and data centers to hold it all. I don't doubt that some of them get banned judging by what's posted weekly on the lodestone, but it's like pulling a few weeds out of your garden and hoping the rest go away.
