That could be because Balmung was the most famous RP server back when the EU community was very small with hardly any servers. It made more sense to go to Balmung. For a lot of reasons it has attracted people like a tourist destination throughout the game's history.

Sounds to me like you're letting your own biases cloud the facts. NA and EU players behave almost identically. The venue spam, the habit of shouting random dumb crap, and even preferring faster, more aggressive jank tactics over the use of the "safe" strategies typically employed by the JP player-base are all shared characteristics. There is almost no difference between these two demographics other than NA players having a tendency to be a bit more competitive.It is not only that tho, NA players are way more rude and entitled. I played for example when Eureka was still fresh on both NA and EU and well on NA NM were instantly pulled without waiting a second, on EU on the other hand people even nowdays wait for 5 sometimes even 10 minutes. On NA that kind of behavior is unthinkable. Also the shout and yell chat on NA is always used for...well random people talking about random crap. While on JP and EU literally nobody uses these two chat functions besides from the really rare advertisement for a venue or an fc. Raiding would be just the icing on top and probably really funny to watch when NA players get presented with macros...
NA players frequently employ macros to streamline their PF runs. EU players use shout for public chat on just about every server with any real activity. I've yet to see any difference in how they approach hunts, Eureka, or Bozja either, save perhaps that the NA guys tend to move more quickly. They expect you to respond to callouts quickly, generally providing a 2-3 minute window to get from one NM or event to the next. This is a reasonable time frame.

We all know the differences between things mentioned above (EU/JP uses macro, NA wants to freeball everything, etc).
However, how many players from NA would actually travel to EU for raiding? Or vice versa? Such people would need to compromise to the changes and accept how it's done on EU or how it's done on NA. People want cross DC travel because they want to do stuff with friends, not particularly PF raiding.
I'm not mentioning JP here because JP peeps love to keep to themselves, it's just how they are. But JP DC travel with OCE would help, since lots of OCE people already played JP servers. Differences are minimal. My main focus is NA/EU really.
As someone who has played on both NA and EU DC, there is nothing those two places could do to each other that they aren't already doing to themselves. EU is incapable of actually reading the macros they use and presume it's whatever their favoured "standard macro" is, then throw a fit when it isn't. NA does the same, just without macros, where no one reads the PF strat descriptions and then throws a fit if it is not the one they are familiar with.
If Square wants to wall off the JP DCs, that's fine by me, but EU, NA and OCE really have no good reason to be walled off form each other. For OCE it might be an even bigger benefit cause then players from those regions might feel more comfortable moving their characters there without losing access to their statics and friends on other DCs.

Because friends. Lots of friends. I have friends on EU too. I don't want to create an alt, max it up, gear it up, etc. I just don't have real life time for that type of thing, or money to spend on those skips. I like to focus on my main character.
At best, we'll get DC duty queues, which should of been a thing by now..

Zalera is mostly a dead server.The yell/shout thingy seems to be more server specific than region specific. On Zalera it is not very common and most conversations are made in the /say chat. The only place with massive yell/shout spam i have ever discovered was Balmung Quicksands. But this area is very special.
My bard is level 87 now. I guess, this is long enough.

You should look at Bry/Adamantoise/Lamia/Behemoth. The main cities shout is always on the run.
NA needs to be isolated for their own good.

This notion that SE cares about unique DC/Server culture is a joke. DC travel basically ruined Balmung; the worst offenders in its shout chat aren't even from here. People come to Ul'dah because they've heard it's a lewd zoo. Then when they find that it's rather tame, they go nuts and just create the lewd zoo they wanted to see. I went to Ul'dah to turn in grand company credits and opened shout chat against my better judgment. Literally all of it was just some guys from Aether slinging shit at each other; and then some guy from Coeurl would join in to be like "why yes, I also love dead baby jokes teehee." Imagine being a Balmunger who wants to RP in Ul'dah and you're basically crowded out by Traveling onlookers, and then having to hear that we won't get transcontinental DC travel because "SE cares about community culture"

it's coming, just give it time. Although if they kept Japan isolated, I genuinely wouldn't be surprised. They tend to be the loudest about wanting to be kept separate, and the devs actually listen to them.
