In terms of raids and dungeons sure, in terms of reworking it to give new players a better experience? Absolute F tier.
I personally think that ARR is so bad you could call it the great filter, I'm 100% sure that if you would list where most players
stop playing it's in ARR because the quests, rotation and difficulty is just so, SO boring. I remember when I was in late ARR
I was so exhausted I legit had a moment where I thought I'm gonna buy a boost.

And this is after they reduced the 2.1 MSQ by about ~30 quests.
