Yes, it is intended to build interdependencies but as we saw when they debuted Specialists, people would just make alts for the Specialists they were missing. I do feel there are things they could do to help strengthen the position of a player who truly wants to specialize and only focus on one or two crafts, at least in regards to materials for their class quests that lock them out of necessary skills. I thought the Stormblood system was great and that would be a welcome return.
I think the whole point was that you were supposed to barter with other players for the materials that you couldn't make yourself which made sense at the time since they were still focusing on the mmo community and player interaction part.

Now that everything is supposed to be solo friendly DoH jobs stick out like a sore thumb. Especially after the rework and consequent removal of a whole bunch of crafter skills it became a lot more important that you have all of the remaining ones.

That sort of forced interaction is never really effective in MMOs. EQ and EQII tried this as well and people just made alts for what they needed. And EQ was as solo unfriendly as you could get so it's not something limited to just solo friendly games. Players will build those interactions if the developer gives them the tools and lets them go wild. But if the developer forces them, the players are going to find ways around it.
