    Amazing pun aside, I'd definitely place Raubahn third. Vrtra 1st obviously, then Hien, but Raubahn is no slouch.

    If I recall correctly it was even mentioned by the writers that Raubahn is a match for a level 50ish WoL, which makes him the only leader whose level is ever sort of clarified.

    Whether he could overpower the WoL or not, I wouldn't want to pick a fight with the guy. He's really intimidating.

    Gaius is sort of the leader of Werlyt. Is that a city state? I don know. But I gotta give it to whoever leads the helmet wearing Dwarves on the First because those little dastards are crazy as fook, lmfao!!!!

    Either that or The Crystal Exarch back on the First. Guy was connected to the freaking Crystal Tower and so had a limitless supply of energy. Not even the likes of Vtra could withstand all of that potential power.
