It's not possible because the outdoor area isn't a separate instance, it's part of the ward.
From a systems POV this doesn't matter if the system has a decent architecture as a foundation. Although we know FF 's design is done by a hungover kindergartener after a nights binge drinking sake and XO cocktails, but despite this can we please dream, eh? Is that ok?
It is quite possible with a decent design, and there are games with pretty much the same as shared ward housing that prove it (albeit with a lot more flexibility than the puddle of toddler puke we need to deal with as "housing"). All that it would need is for SE to want to do it and expend the money and staff to backfit it. And if not, then the ideas can be maybe one day put into an instanced system.
Because - along with the braindead one sided defriending system we have been lumbered with (under the excuse that we shouldn't hurt people's feelings by defriending them FFS) - this game is the absolute pits for systems against harassment and really does need an overhaul on friends list and house/island access.

Thanks to Bozja we know that Square knows how to block off open areas on a per-character basis. A functional kick was one of the few things Wildstar housing was missing. You could at least block people. The community did find a workaround which basically amounted to gut a rat, close your eyes, spin around three times, and yell "Begone!" in the four cardinal directions.
This is why you can't have nice things.

f you expect this, or any posts like it, to ever be translated into Japanese so that a developer could read it, you are going to be disappointed.

I wish. In UO, your plot is your plot. You can watch someone rubber-band off your property to your hearts content.
This game, your yard is wide open and not separate like the inside of your house is.
