You don't need to unlock other content. It's not a requirement. It's OPTIONAL CONTENT. That is far from ilevel cheese.

Edit: It's kind of funny cause if you buy a level skip the only raids that are unlocked are the CT ones. If SE thought it was important they'd unlock the other raids and actually that would be nice if they did but they don't cause unlocking the Void series and the Invalice series is a pita.

Yes and I’m saying intentionally not unlocking that content to bias the roulette in your favour is no better than ilvl cheesing
