Do you think the rest of the community would be fine with it though? Having the game be down and unable to be played for a year + just because you cannot teleport directly to Island Sanctuary?
Would it be nice? yes, but not a year without the game nice.



See, but that'd be Square Enix paying for it, when they could just take the L and keep all the money instead, which has been working for them for 4 expansions now. Since you're so confident, go into Square's next shareholder meeting, and explain to them why fixing all these code problems in their foundation is worth losing a titanic amount of profits from freezing content development for well over a year. Make sure to take a stopwatch, so you can time how long it takes before they all burst out laughing at you before pointing at a graph showing FF14's profits and userbase increasing expansion over expansion, despite these minor 'issues'.
Also, if you truly believe the infinitely vast majority of the fanbase would be fine with such a move, I have a bridge to sell to ya.

That statement sounded like it wasn't referencing housing specifically, but technical debt in general. Obviously taking everything down for an extended period is unrealistic, but throwing bandaids at the game's biggest problems without fixing the actual source of the problem is just procrastinating the inevitable.
