The way the lottery failed, with a ticket number stub not making it to the placard, suggests the data itself is not there and certainly not in an accessible and checked form. So, it's not going to be locked to people who got free homes.
It's far more logical from a data POV that one (or three) of these are available to anyone who puts in a house sized amount of gil (it's possible they represent a small, medium, and large house or they could just be one set of three).
So, as far as collecting exclusive items, if you have a spare 50 million and even if you didn't get caught with the zero bug, I'm going to hazard the guess you can get the 50 million gil poster.
