I do find it's weird it's gated at all. But whatever.

Without a retainer bell and MB, and no tie in to the game, it is little more than doman enclave reconstruction for me.

The MB makes sense as that's only ever in a major city. Did they specifically mention the bell somewhere?

This is way more than Doman Enclave.
