If we go this route, ability to acquire Medium and Large FC houses should be tied to the size of your FC. Meaning, those with only 8 members certainly do not need anything larger than a small. And since 512 members is the limit. I suggest:
Less than 200 Members = a small FC should be fine
200 -400 - a medium
400+ a large.

edit: Because I think my response is missing the intended mark -

*If we go this route*, meaning, if we're going to go as far as limit 1 FC per server which I think is a really, super bad idea, then I'm willing to throw a stone on your sinking ship and make things bad for everyone with an equally horrendous idea *going forward*.
