...so they're still keeping genders, expanding on the genders the game will feature and allow for a lot of personal customization for your character.

You still will have men and women, you'll just accomodate for people who want to play non-binary characters or anything else altogether. They're expanding the thing, not removing it.

That isn't "removing genders" :| That's just throwing away a binary system and ask people what they want the text to feature. A feature quite a few people in 14 would probably appreciate too, ngl. I know a few Hrothgar players who play a trans warrior of light, even without femgars available. And would likely keep doing so even with them being available. Or who knows, Viera characters as males are the most androgynous in the game.
