If you do the role capstone quests, the majority of the inhabitants are rebuilding while a few pessimists decided to go to the moon because they think all is lost but they’re too proud to be refugees in a neutral country. Garleans have immigrated all across the empire and there were still people in the capital so they weren’t completely annihilated.
