MMOs frequently add new features that they weren't originally designed to have. By your argument, deep dungeons shouldn't exist because the game was not designed for them. Ultimates should not exist because the game was not designed for them. Eureka and Bozja/Zadnor should not exist because the game was not designed for them. Bicolor gemstones should not exist because the game was not designed for them. And so on and so on.

Clearly it is able to handle housing. We have it.

Where the design fails is that the wards aren't able to keep up with the ever increasing demand due to the continually increasing player population. But the last thing a game wants to do is yank a very popular feature because it can't keep up with player interest. What they want to do is fix the problem so they retain player satisfaction.
