Well, you replied with a *stare* to my post about Quebec, I thought you were distressed about Quebec being excluded. The "item" doesn't leave Japan, but the laws about international contests are based on the country of residence of the contestant. It doesn't matter where you or the prize physically are, it depends on your residency.
Because there is a "prize" associated with this contest (beyond getting your entry named the winner), they cannot opt everyone in automatically, they must be opted in country by country after considering the laws and restrictions of international contests for each individually.
I hope they do something for your region, but until then know that an international contest really is a huge legal undertaking. There are even different laws for residents within the same country sometimes! (See Vermont and Quebec)

I think the legal difference is that a contest has winners chosen by judges who represent the sponsor, rather than being a game mechanic where everyone has an opportunity to earn the item or a game mechanic where a random number generator chooses a winner. Many of these contest laws are put in place to prevent corruption, such as judges awarding prizes to friends and family or excluding a group of persons due to prejudice.

So you would deny other people participation because the hosts of the contest are not allowed for one reason or another to hold the contest in other places? They may only be allowed to host this contest in NA/Canada because of their position, availability, or other terms that we don't know about. That doesn't seem fair to deny people they can give the contest to just because they can't host the contest elsewhere either.
Unrelated to the country restrictions arguing (Which I agree is BS), I can't help but wonder; when they say the prize is that scarf; an item to be implemented in the next patch, does that mean that anyone will be able to get the scarf as of the patch, but the winners just won't have to work for it ingame, or does it mean that ONLY the winners can get the item, and will only be made available to them in the next patch?
