I got a large plot first lottery in Ishgard. Obviously this will make me a bit bias, BUT...Otherwise I would never, ever, in 50 years plus, gotten a house. I don't have the time, patience, mental or physical health to click a sign over and over for 13 hours. I tried it like twice and after 20 minutes of being surrounded by people obviously clicking far faster than any human could, I was out.
So without the lottery system, I would have 0% chance. Does it still suck for a lot of people? Yes. Does it still need a complete rework? Yes. Is it better than what we had before? Yes.

Is that line about housing or island sanctuary?
It may work a bit differently, but ultimately you have a house and a garden in both.
The level of depth of the customization etc. is not known right now, so saying "very minor overlap" equals making stuff up right now, wait and see.
you'll have gardening of some kind but it won't be the kind where you can trade it on the marketboard like with how gardening is now. island goods won't be sellable. also there won't be housing you can decorate there either like how you can with current housing. your knowledge is wrong.
my take on new housing lottery system is that it shouldnt be like a 4 days "entry" time, but more a 3/4 days advertising a time windows where ticket be available to buy (like 15min every 6 hrs on the last day),
like this only those commited enough will find time to get there on time and apply for it, and it would greatly reduce high number of entry

Anyway, I purchased a small house on a crowded legacy server yesterday, I was the only person in the lottery, so housing is probably not all that hot.
Seems most people only buy it to have it, I see so many plots with just a barren basic house.
In all my years RP'ing in various games those chance open world encounters are few and far between and even fewer lead to anything more than a "how ya doin'?" If I was in the mood to socialize I'd go to the known hang out spots.
In a non RP context I may or may not even /wave. Usually not because I'm in the middle of something else. I'm far more likely to throw a few words into a conversation happening in /shout (region) than /say (local)
The problem isn't lack of foot traffic, the problem is lack of reason to be there in the first place.
