Reduce people's ownership who has more than 10+ plots

It was not a loophole.. It was written in SE rules you could own a house on any character that met the requirements.. They broke 0 rules and even followed the rules.

The problem lies with Se not supply enough housing for the amount of players.. Stop trying to punish people who followed rules and point your anger at the person who wont fix the housing issues..

It's clear SE cannot add enough houses for everyone, so what's the solution then? Why should some people be entitled to over 20 houses all to themselves while there's plenty of people who can't have one? Because there used to be a rule that they could? Well that caused problems so the rule changed, make a transition period because that no longer works and is no longer ok to hoard limited supply items like that.

There's nothing wrong with changing the rules. The rules existed then, but that was a problem with players hoarding houses, so they changed them. Everyone should have to follow the same rules. Why do you think it's ok that one person can own an entire ward while housing is out of reach for a huge number of players? They had plenty of time to enjoy their private ward, years in fact, but it's clear the system is straining and that needs to change.
It's not about punishing players, it's about making fair, consistent rules for everyone so that everyone can use housing.

THis is 100% unclear.. And they proved it!! There adding instance farm land for every single player.. What is 100% clear is SE can add a "instance" to everyone player

Island Sanctuaries are not instanced housing nor are they instanced gardening. They have been very clear about this.
What is also clear is that they will not abandon the ward system and they have immense trouble adding new wards, so with a limited resource where they are clearly struggling to keep up with demand why should someone be allowed to hoard much more than they need or can use themselves?

2. Why would they remove it? Leave it. If there was a way to get an instanced house the same size as my personal, I'd actually demo my ward house. There you go, large ward house now open to someone who prefers it.

The only way to get something out there to get people a chance to use the system is to enforce the rules and ask people who have a large number of houses to give up some of them.
