To be fair, that mostly just comes from III (-Ga) generally being the empowered version in naming conventions, and II (-Ra) instead being an AoE.

Why they followed that convention suddenly for Holy and Glare, yet not for Broil and Malefic before, though... well, that's a mystery.

I understand why they did it, but like you said, the inconsistency is what is questionable. It's less about the name and more about the lazy implementation and the semi-insulting potency they tacked onto it.
