It was the Eorzean Alliance, rather than the Scions. The leaders mention the twins helping out but point out that they've done nothing at all to help them government-wise.

In another sidequest chain in the zone, I think it was mentioned the last of the royal family was killed. The only people we know of any existing leadership roles left would be surviving senators, Jullus, Vergilia (in Eorzean custody), and whoever the Xth Legatus is, who surrendered to the Eorzean Alliance already. There's also Gaius, but he's also blamed for killing Varis and starting this whole mess.

But either way, no one forces the Garleans to do anything. The Eorzeans came up with a sensible solution and asked the Garleans what they thought of it. After that, most of the Garleans went back to Camp Broken Glass where the others were and we met up later with the pessimistic ones who disagreed and decided not to stay in Garlemald, thinking it would be too difficult and refused to live in Sharlayan under a different government. Though that doesn't mean that's the opinion shared by all Garleans since the Lemures assist Garleans who have already left the empire to live in Eorzea.


As far as the twins go, I wish they would just time skip and have them grow up both mentally and physically and show the growth they've had over the whole series.
