Queue times are definitely hard to swallow, basically you have to know when the server is doing things. Additionally, while it already had a small population, it is now even smaller since we are in the "content drought" section. Other data centers can get away with this since there will still be a decent number of players around, even with a large portion going on break. OCE on other hand just doesn't have the population to not be affected.
If we had more people who transferred to OCE on launch from both OCE and SEA, then the server would be completely fine, but that was never going to happen. People already had established friends and communities, and staying was the safe option. Even if the server was in SEA, it would still have the same problem where most players wouldn't move. It wouldn't be as bad, but it would still be pretty bad.
NA, JP, and EU have huge advantages of having players other time zones, across the world, or having large populations where people work night shifts or just play really late, which OCE really doesn't so once it's no longer peak hour, the queue really goes up.
Unfortunately, there really isn't much that the devs can do about it since it's a demographic issue and not a development issue. You can get things done on OCE, it just takes a little effort and a lot of PF. OCE is pretty much 100% PF to make up for the lower numbers, and it's almost always a good idea to throw one up. Instead of queueing and hoping that other people will queue for roulette, PF just let's you advertise your intent, and you can generally get things done if DF isn't playing nice. That is not to say it's guaranteed, many a PF has timed out, but it is your best option.
That being said, I made the move and I'm planning on making the most out of it. OCE has a ton of potential, but until we get more access to playing with other regions, it's going to be a lot of wait times (unless a ton of people decide to move, which won't happen). I'm really going to be more decided on patch day since that's when everyone should be coming back.
I'd kill for some hard statistics from the developers though.
