I don't understand why people make excuses for this like - "We need to just make them really expensive", "We need to have an expensive upkeep cost", etc. The answer is to have much more to go around. Surely they can implement a system where there is a sign up for a new ward and then auto generate the ward when the list is full.

There's nothing sure about auto generating wards. Not only is it not a sure thing, it's never even been said to be a possible thing.

It is actually done in LotRO, which also uses a ward style system. Once occupancy of all the Neighborhoods (wards) in a Homestead (Housing District) on a specific world (same word this time!) reaches a certain amount of capacity, a new Neighborhood is added to that Homestead.

FFXIV's design may not support it though. Could it be changed to support if SE was willing to make the effort without forcing all current housing to be demolished? I have no idea.

If that's not possible - Have 20 new wards ready to go tomorrow (invisible), then allow people to start signing up. Then when the signup sheet is full, hit the "on" switch to turn on the new ward.
