Like many systems in the game, it's never meant to satisfy everyone. It's just meant to be enough to satisfy most players. It's a simple cost/benefit analysis, and we can conclude they've determined the investment to create systems that satisfy everyone is not worth it in the long run, when they can simply use less resources and still satisfy the majority of players.

I doubt the current glam system satisfies even just a minority, let alone the majority. A bunch of people who don't really care about glams will be fine with it, but most people are far from satisfied with this system.
