Because EXes are not casual content. Relic grind on the other end is supposed to be yes grindy, but casual. You absolutely can't compare the two.

Just because the relic is connect to Bozja content dosnt mean that the content is solely for the relic. You can complete Bozja for just the story and never actually pickup the relic quest, also you can gather relic parts outside of Bozja so the content dosnt need to be casual it just needs to be able to be completed and it is.

The content that the relic requires needs to be casual if they want to hold this up as the casual endgame weapon. And while you can get drops outside Bozja, the quest requires running DR at least once. It's the same sort of bottleneck that CLL was when it died even before ShB was over. BA was not ideal but at least acceptable to be relegated to Discord parties now because it's not an essential step. But they need to future proof content required by the relics so they can be done with the same ease now as ARR or HW relics.

The content to get the material for the relic is casual, PoTD, LoA/ST/WoD and all the methods outside of Bozja. The content required to reach the next step and begin farming for the relic needs no such restriction, look back at Eureka and you have the relic work starting after completing the zone namely light farming in the zones. Similarly you begin farming the relic materials after completing steps in Bozja and DR is no exception. Could DR be a bit more optimized for smaller parties sure but as been shown in this thread it can be soloed and all you need is the single clear to start working on easier location albeit less effective methods.

Do you really consider PotD a valid farming method? The only way it is a farming method is by going for floor 200, and that's nothing casual. The drops on normal floors have such a low rate that it can barely be counted at all. DR is clearly where you're supposed to farm it, PotD is more a "getting some tiny additonal progress if you're doing it anyway". And I speak as someone who does a run of it every once in a while to attempt lucky, if it's in tails.

The drop rate is pretty abysmal but it is still regular enough on even 51-60 that it can be grinded there. I've finished about 5 on that step now over the past 2 weeks of being in there a lot around daily items. Mostly because I hate DR. I'm sure part of it was that I was forced into the place instead of choosing to go there myself, but I just don't find the fights that fun. I did like the story, though. They do need to up the timeworn rate in POTD or offer a dungeon option like raw emotions. That would offset some of the pain of having a step with only two possibilities.
