Same goes for Ishgards housing district (which you can even enter without seeing any player housing if thats bothering you) - they have a swimming pool with sauna and even a little quest to tell you about it (the quest even warns you to put on swimwear for the cutscenes if you dont want your character to feel out of place).

If we count the housing areas as part of the cities both Ishgard and Ul\\'dah have some kind of bath (in addition to all those that have been mentioned before).
