There's the infamous Spriggan person who owns multiple wards or something close to that, is that inconsiderate and rude? Or is it ok because they beautifully decorated the homes to look like little towns? They were grandfathered in, so it's not like they used shell FCs or anything like that to achieve that result. But now because housing is so limited, many people have called that out as rude behavior.

It's impossible for multiple house ownership on Spriggan to be grandfathered in. The rules change leading to the grandfathered housing was in 4.2. Spriggan housing didn't open until 5.08.

There most definitely was abuse of shell FCs to gain control of almost an entire ward on Spriggan. I remember seeing it when I did a housing census late 2019. Spriggan was not the only world where I found similar abuse of shells FCs to gain control of most of a ward.
