I get the argument that it's frustrating and disappointing when people don't really use their house, as it's a limited commodity, but this is a bit melodramatic. Also instanced housing is an infinitely better solution than a literal in-game HOA.

Why bring up something that will never happen? (instance housing) and yes housing districts can die if not properly taken care of.
