That's the thing, though. I think the skirts look fantastic as they are, but would risk look underwhelming if built as legwear.
I do think they need to make more variant versions of tops in the current system.
This and the poster above you are probably the solution. More variants or a toggle somehow. Personally I want just the tops on some sets for the variety with other gear. Might also solve a lot of complaints I have with SE just putting so much random stuff on gear. I like details, but they tend to go a bit overboard and have like 500 whatsits dangling around a piece of gear.
was also my first instance, most of the tank Gear "skirts" are.. just surcoats which arent "connected" put are just part of the chest piece and most of the "cape like" skirts(or how i call them "Kamas" because star wars and i dont know the actual name of them outside of star wars) which would look weird on a Leg piece .

While attaching them to the top will allow for fuller and wider skirts, maybe we should get some caster armor that doesn't have 20 pounds of skirt on it. There are some some skirt less glamour options for casters but they definitely seem to be in the minority of choices.As I was saying earlier though, having it on the chest piece affects how it sits and how it moves. Skirts attached to the chest piece can sit out wider and fuller. Long skirts in the leg slot (eg. Spring Skirt, Eikon Cloth mage skirts) tend to look flat and narrow by comparison.
Also, given that we don't have separate control over the waist section of the outfit, I do like having the matching top and sash with the ability to pick what legwear goes underneath it. If they put the sash on the pants, it would be harder to have that coordination but also variety.
Or maybe... a toggle for chestpieces that lets you hide some elements from it, like... skirts and buttflaps (granted they are visually separate), back/side pouches, capes, obnoxious shoulder details, etc.If only we had a slot for skirts that was separate from chest and legs.
Something like...I don't know...a belt slot...
(jk I hated that, glad it's gone. Just because there are like 2.5 tops I wish could separate from the skirt would not justify how useless belts were.)
By the same metric, we really need less longboots, too. Between chest armor draping down and thigh-high foot armor, "leg armor" just turns into a misnomer for... well, the deprecated "waist armor."
