You get the idea. I think how we get jobs now is just… too easy. Maybe this way it will spice it up a bit, not only will it add some replay ability to the game. But it will also feel more rewarding. Remember, if you make things too easy, there’s less of a “fulfillment” and “accomplishment” feeling.

This was the way the system worked in 1.0 and in 2.0. The HW (3.0) Jobs were added with no base classes, but base classes and having to get to level 30 in one and level 15 in another persisted until...at least 4.0, but I think it lasted all the way until 5.0, at which point you now just do your class to level 30 then get the Job stone. Any Jobs starting at or later than level 30 (so all that were added in new expansions) start out as Jobs outright.

You can even kinda see the old systems in place. Hop any ARR Jobs (including NIN) and remove the Job Stone from your character sheet. NOTE: You may have to go and buy a low level weapon. I did a PF of Cape Westwind before 6.1 hit where we only used base classes and, to go as a CNJ, I had to buy an old weapon since the current endgame WHM weapons say "WHM" not "CNJ/WHM" on them, so the CNJ "class" cannot use them. This may also be true of some of the modern Job gear (e.g. WHM/SCH/AST/SGE and not CNJ). But something else you'll see if you remove the Job Stone is you'll hear the "class/Job change" sound effect and have the swirls AND it will swap to a different hotbar set. They're still treated differently in the game code than Jobs.

Even Eureka/Bozja Lost Action abilities have lists of who can use them like that.
