That's how I was able to get my personal medium many moons ago saving up every penny for only 8 million on my then-tiny server. But large servers were getting creamed with ridiculous prices on just smalls. So they changed that to normalize the prices across all servers.
They haven't adjusted that rate since normalizing it. So that may be something to look at, but they do need to consider not putting it out of the hands of others again like was happening when larger servers had insane base prices.

Prices didn't adjust to server size. They simply depreciated based on how long they went unsold. Lower population servers usually saw lower prices because the plots were unsold for a longer period of time. They recently removed that depreciation when they opened Ishgard.Small correction here. It's not the shells themselves that annoy me. What I hate is that players are forced to go that route to get a house because SE won't fix the system to make it unnecessary. But since that's the only viable option SE has given players looking for a house for personal use, more power to those who actually go to the effort of creating a shell so they can get their house.
However I would be annoyed if I had to give up my personal medium since it's in ward 18. It was my dream plot when I bought it back in 2018 and I've never been tempted to relocate it.
I know it says world population in the description but I honestly think it was more to do with world economy (also listed).
YoshiP has stated many times that initial house prices were an attempt to drain leftover legacy gil from the game.

Not a slight, or an attack. Just genuinely curious.. Like, do people not know there's an entire section based around Housing? Or are you afraid of it? (If the latter, I don't blame you.)
But, to add to the topic as to make sure I'm not a pompus moogle.
No. The new system has made a new wave of "grandfathered" houses. They remain where they are unless the owner wants to move or relinquish. You have no authority or ability to try and force them out because YOU think they are unwelcome. Play the game like everyone else and maybe you'll win one day. Whining about it here doesn't really help you.
