That's exactly what the original intention was. The content was designed to be doable with any group makeup, but it has exclusive rewards that can't be gotten anywhere else. Those weapons (and later on the items from the hoards because IIRC we didn't have hoards at launch) were highly sought after because they were good upgrades. You also used to have to sacrifice the entire amount of aetherpool when you wanted a weapon. There was no grip system. That was added later.
When this first came out, everyone cleared the entire floor for all chests because that aetherpool was incredibly important. Unless it was a gloom floor with slimes and the birds cause we were just trying to get the hell out of there. The leveling aspect didn't come into play for a long time. I want to say they may have boosted it at some point to make it more desirable.
And you're exactly right. The developers need to make sure that everyone can get rewards from doing the content, not just one side relegated to going solo or being left out because their success depends on the goodwill of others.
