It is bannable. It's just not detectable, and it never will be.

alot of these 18+ Venues technically can end selling or doing stuff to minors, who lie about their age, so yes something should be done about it.

This is a terrible example. People having a general dislike of NFTs is not comparable to 100's of thousands of people being banned from a game they've been playing for years for client side visual mods. It's not that people would quit in droves, it's that people would never adhere to such a mandate and thus they would be banned and thus Square would not get their money which would lead to a down spiral of funding and profit. They would just be throwing money away and gaining nothing from doing so at the expense of others while losing the goodwill of everyone who has interest in the game who isn't a puritan (or equivalent) which is probably most people.
You should go and investigate every 18+ Venue and try out every service they provide so you can provide first-hand evidence for when you report them.![]()

Modding in itself is seen in a vast number of game, that's just a fact. You just need to look at "The Elders Scroll" Series to see that it's been a common thing since the beginning of the XXI Century.
As for what people can consider "Normal" will varie greatly. You consider that +18 mod is something normal. Other don't. It's just a point of view.
Now, how can you say that it's normal to allow mods that actually completely destroy the ToS ? Modding in itself is already against the ToS, so i won't even talk about those 18+ mods which take this even further.
Let me take an other exemple. Imagine you're going into a another country, and do an action that YOU think is completely normal because it's allowed in YOUR country, but it's Illegal where you are actually. Well, I guess if you get caught, you'll pretty much face the justice.
To put that into context here : You can mod... At least, your game that aren't FFXIV. Get caught, for any reason, on FFXIV and you may face the ban hammer. Of course, I'll know the answer : SE can't know what is on your computer, aaaaaannnnnnd you'll be right... At least if you aren't streaming...
Just in case, this two point are in the Square Enix's Material Usage Licence :
"You may not materially alter or modify the Materials, except:
You may add your own voice-over, and you may edit, combine, mash-up, mix and match the Materials with other FFXIV Materials;
You agree not to use any Materials in conjunction with any of the following: unapproved Square Enix assets; counterfeit merchandise; pornography; unlicensed Square Enix music available for streaming or download, or links to unlicensed Square Enix music available for streaming or download."
This point make it quite clear.

Since I'm on my PC now, I can reply to this better and leave it.obligatory sorry for my English because it's not my native language.
since I see a lot of people against 3rd party tools like ACT. I think SE should also start banning people who use 18+ mods on themself and other people. it's creepy honestly. the fact that a lot of people are okay with this but not a simple tool that helps you improve is crazy to me. I'm fine with simple mods that help the player experience but, I don't think 18+ mods help anyone honestly.
I also think that SE should ban any club that is 18+. since this is a 16+ game IIRC. people in these clubs are weird and should be held accountable for the services that they sell. I tried to report the ones where they obviously sell 18+ stuff for gill...but that's every club now. I don't get why gms and SE are okay with this. to me this is much much worse than any other 3rd party tool that helps you with raiding since its morally questionable.
1. This game is rated 13+ BUT there is much in the ways of interaction that cannot be rated i.e. interaction with random people. Hence why those 13 that make an account need to have a parent's supervision. (If I am incorrect on this, feel free to correct me)
2. In regards to 18+ mods, or any in general, Yoshi-P has made his stance on them. You can find links for it. If you don't display it like on streams they won't know. And they don't want to put any kind of EAC to find them on your computer as it is VERY intrusive and has been known to break computers.
So ask yourself this, OP ... would you rather let things lie how they are, or have SE put in an EAC to scan your PC, possibly give false flags, slow your computer down ... all because what a small percentage of the player base uses or does?
Not worth it to me.

not gonna comment on clubs, but i guess this is where we agree most.
i know it is client side but that has never stopped people from being annoying about it.
this is why i hope that the people who are against much requesed glamour hiding are not modders too. because wouldnt that be a little hypocritical.
on one hand "noo, i express myself through my carefully put together glamour, i dont want it to be hidden by anyone"
on other "teehee, omg, you wont believe how silly my mod makes your glam look like for me, i had forgotten that one entirely xDxD"
the second comment is the kind of comment some former acquaintances of mine used to make all the time

Technically it is as the game is not advertised as 18+ and there are rules in the ToS on it. So, any Karen can report anything 18+ in anywhere visible for public display. Meaning all those in the PF advertising their clubs.
Don't take it wrong, I personally don't mind. But if you want to be factual it is bannable.
I just laugh at this whole situation as someone who uses ZERO amount of mods/tools. Again, don't get me wrong, not because I would not enjoy them, its just im super lasy and super scared to install anything that could just slightly contain dangerous shit to my pc.
I have nvidia and dont even use gshade.
I personally think mods to any game usually can be very good. Heck, even new games were born from old game mods. Like Dota is coming from a WoW mod. League of Legen's Aram was just a custom mod. Sims got the updates each time players started modding something into it. CS was the mod of Half Life just like Portal.
And even Squenix said they will integrate mods into the game as a response to player need.
I just find it a bit strange that they ban people for something that they also agree that should have been in the game...

If their activities violate the ToS they absolutely are. It's just not always easy to prove. Putting external links which lead to explicit content or outright stating that certain..."activities" are occurring in a PF listing is a punishable offense. Those are pretty easy to point out as they are pretty condemning.
