Try uninstalling TextTools and ACT or other stuff that might interact with the game as is mentioned in your installed programs list, for a fresh install if needed.

ACT isn't just for FFXIV, you know. I use it in a game that doesn't ban it (Age of Conan)
Also TexTools used to view models outside of the game like, say, housing items which we can't preview, or store items before dream viewing was implemented. This isn't against the TOS. If I were using it to disseminate private data, it would be. Nice try though.

Does this issue occur if both Steam and Final Fantasy XIV are both uninstalled and reinstalled? Additionally have you tried deleting the locally saved content in the 'My Documents' folder?

After uninstalling steam and FFXIV and restarting my computer and reinstalling it the launcher still has the same problem, except now it's trying to download updates and I can't see them downloading, but I can see the network activity in the task manager performance tab.
