Update 6 on Lotttery

Key points:
Maintenance will be on May 15/16 - all worlds will be down instead of just the housing areas like one of the prior maintenances.

Winners who were affected by the bug or who hadn't already claimed their houses will have until May 26th to do so.

As long as no other issues appear, the next lottery period will start on May 26/27 (depending on your local time zone).

For the winners who might have accepted a refund already, repayment will be possible on a voluntary basis beginning in 6.2.

The extended claim period should be helpful to FCs that have members taking a break after the first lottery period was originally scheduled to end in case those members had the winning ticket.

I imagine there's going to be grumbling about some winners effectively able to get their houses for free since SE isn't going to force repayment if a refund was already received. It's not like those who accepted the refund were inconvenienced anymore than those who didn't take it and have been waiting. It will be interesting to see the results of any discussion.

If so well that's just not good enough, we won our FC house, left the Gil on the board it was there for weeks and never touched, for some reason it got auto refunded last week according to my friend who paid for it.
Why are they not implementing the NPC on the 16th?

We could be waiting months more.

You misread. You will be able to claim your house come May 16th, and if you want to VOLUNTARY pay the gil that was refunded to SE, they will implement an NPC that you can go to to drop your money in in 6.2.

Technically, couldn't those who did not grab a refund yet still get it to ensure they get their houses "for free"? Which on one hand would be good cause it would ensure that everyone affected by the bug gets their house for free, rather than just some. But on the other hand...
I understand why SE is not enforcing a return of those gil, as server rollsbacks are huge technical hassle, but I doubt many will make use of the voluntary option. So those who couldn't grab a house cause they lacked the gil initially will now be able to complaing that others got houses for free simply by having gil which they never ended up paying. So while it avoids drama on one end, it is sure to produce more drama on another.

Also, I wonder how much gil this is going to add to the economy overall per DC...

That's a personal decision. I know of some who are leaving it in for their own reasons, and some who've pulled it out.

Taking the gil will not affect your ability to get and keep the house so as Nepentha said, it's up to you. SE would obviously like the gil removed from the economy (which is why they're putting that npc up later), but it's completely voluntary.

So... everyone that got affected by SE's 0 bug has the ability to get their house for free, but the people that didn't get affected by it still had to pay for their house? If that's how it actually is going to work I can't even... I'm hoping they mean that you can voluntarily pay for the house if you still want it, otherwise you don't pay and it gets added to the lottery pool again.

The issue is when people do not have the full gil anymore. Even if they want to pay, but cant, it would deny them the house, which would be unfair. And it gets worse with individual and FC diffirences.

For individuals you can apply a tax to all their gil incomes so rewards are reduced by 50%, but that other 50% is used to pay the gil (where the voluntarily deposit speeds up this process).
While for FC's you can demand them to deposit a certain value each week. Simply because you dont know who is supposed to pay (and also takes the issue FC wide instead of a few players).

But yes, if they get their house for free, this would be even more unfair. The gil those people would obtain is for many players a very significant value. And worse, as RMT people are still abusing the housing market, those people can obviously use that gil for that purpose, making that issue also worse.
