So just to confirm. If the addon has to meet both parts of your criteria to not be QoL, then ACT should be ok right? It doesn't do anything but report your DPS, so it has no bearing on the content itself.

Correct, ACT wouldn't be cheating if it simply displayed your DPS, as that info doesn't really decrease the difficulty of the content you're doing. Simply knowing how much DPS you're doing doesn't help you do the content in that moment. This info can be helpful beforehand, when you're practicing to figure out/master your rotation. And that's fine. Bettering yourself makes it easier for you to complete the raid later, but not because the difficulty of the raid has gone down, but because your own skills have gone up. That's why it's fine.
However, as I have been informed ACT doesn't simply display your DPS. Apparently it has that functionality that calls out/resolves mechanics so the player doesn't have to think and/or tracks/compiles information (such as CDs for buffs and whatnot) that the player is supposed to track themselves through their own skill and not automated software.
That would be Cactbot, which is rarely used because raiders acknowledge that reliance on botted callouts doesn't help develop real skill. There is no plugin that resolves the mechanics for you, that would just be straight up botting. Also, lol? Buff timers are literally mmo tech 101 these days, virtually every mmo displays buff/HoT timers except this one. Rarely used? Cactbot is incredibly ubiquitous these days, and has only been rapidly growing in popularity over the last few years. Almost every time I join a pug raid VC I can hear the stupid pops and pings it makes through peoples mics. You'd be really hard pressed to find groups where no one is using it. It's not even widely frowned upon; Most of the times I've tried to call it cheating I've been drowned out and called an ableist, even in high-end groups.
A fundamental part of resolving a mechanic is reading the mechanic and determining how exactly you are supposed to respond. Cactbot automates that part of the process in many fights.

quite honestly, this is the biggest issue with scripted fights

i'm not entirely against cactbot but the design team makes it easy to automate
anyone with basic programming knowledge could make a timer on their personal pc cactbot or not that's how scripted it is

There really isn't a difference. I enjoy going into fights blind, but back in the day I used to watch pov guides a dozen times over and would have the mechanics memorized before even entering a fight for the first time. There's honestly zero difference.There's a big difference between having to identify something on the spot and having something doing it for you. Guides do not do it for you.
I'm not even someone who has a moral objection to Cactbot (or cheating in general that doesn't directly modify the tools available in-game) so falsely equating the two isn't gonna work on me.
