Yes it is SPECIFIED as a third party tool, but discord doesn't change anything in the game.

it SAYS ANYTHING that specifies as CHEATING and CHANGING of anything UI, graphical, even characters. Some mods that include, ACT, cactbot, death timer, UI changes mod, reshaders, Gshade, XIVAlexander, character mods, CMTool and so much more. While I do agree certain buffs such as timers should be a countdown of a cd such as Inner Release which was specified.
But you cant just say discord should be banned because of it specified as a third party tool, there are many 3rd party tools that we use on a daily basis. Payment, social networking browers (google, facebook, twitter etc.), Service providers, social chat apps (discord, skype, slack, etc). I can make a list of more third party tools but you see my point. Until the developers say what mods specify we CAN and CANNOT use, discord is safe.
