They have more time to compose snappier and wittier RP posts, thus letting them more easily win friends and move up the RP progression ladder, get those exclusive invites to private events - all the while, the poor non-cheaters still busy trying to keep track of who was even talking.
And this advantage becomes even more pronounced if they wish to move into Enterprise Resource Management. They just don't stand a chance against cheaters with all the extra, easily-digestible information their dastardly addons give.

Mostly it just hurts content creators. While the policy officially hasn't changed, enforcement has changed - even if they remove everything from uploads/streams in the future, they still have to decide if they should delete their old stuff, or chance leaving it up and copping a hefty 10 day ban (or permanent, in the case of those that have already been hit).
...Which ultimately just hurts FF14 in the long run too. Going to war with content creators is never good.
But for people that never stream, never twitter their screenshots, and so on and so forth, nothing's changed really. Nothing will, unless SE decides to start scanning our computers.
Actually enforcement also didn't change. It was always the case of "If it's brought to our attention then we act on ToS". They didn't and likely still don't actively search for it. The unfortunate statement of world first race where leading group didn't even bother to pretend they don't use add-ons and subsequent YoshiP's statement (which only repeated what we already know aside of the "please don't use them in World First Race") triggered witch hunt. I really don't think FFXIV GMs/dev team had much choice but to act. Do I agree with their course of action? I'm not sure. I understand it but I don't know how O deel about it. No, it did change. There were even previous live letters where they discussed why they couldn't accept evidence from outside sources like twitch and youtube. Obviously, as of the most recent lodestone announcement, this has changed and they'll now go after people on twitch, youtube, and probably other sites as well. This seems to be the only board blowing up over the recent re-affirmation of the ToS on 3rd party tools and people getting temp bans for using them while streaming or in their posted vids...
Because previously, streaming or having them in vids wouldn't get you banned. SE's reaffirmed their TOS, but what they didn't say and people had to find out the hard way - they're now willing to accept evidence from third party websites/sources, which previously they wouldn't do.
I mean, really. Years and years of raiders progging savages and ultimates with parses on screen and audible triggers, do you think it's only just now that people had an epiphany and filed a report about it? It's just that before GMs would flat out tell you the evidence has to be in game, or they'd say they'd open an investigation and nothing would happen.
