No, it did change. There were even previous live letters where they discussed why they couldn't accept evidence from outside sources like twitch and youtube. Obviously, as of the most recent lodestone announcement, this has changed and they'll now go after people on twitch, youtube, and probably other sites as well. Kinda sucks for those that SE suspended to send that message, though.
