It's a solid possibility. There is however the statement made when Viera and Hrothgar were announced that they would not add more races. Sure adding the other half of a race could be considered "not new", but I don't think the devs see it that way.

I agree with you, but keep in mind that Male Viera has been announced for Endwalker and that was definitely a big selling point and accompanied by the end of the 10-year story coming to an end it brought interest from a lot of points. And with the new story that we will embark on from 7.0, there are people worried that it will not be as good as the 10-year saga. To engage most players that would be the new story, but if you add Female Hrothgar will add more attention from the beast MMO player and furries and the graphic overhaul to bring a fresh look to the glams it will be something to enjoy for everyone.
There's not really much to add after female Hrothgar, IMO. Because then we'll have the human race (Hyur), the dwarf race (Lalafell), the elf race (Elezen), the giant race (Roegadyn), the nekomimi race (Miqote), the race that brought nothing new to the game (Viera, and I will fight to the death on this hill), and the beast race (Hrothgar). What more can they actually add to the game that's unique?
Square Enix have extorted money from Viera and Hrothgar's limitations, but from the outside looking in it seems barely any of that money is invested back into the limited races. How much money have they made from players
fantasia'ing to and from the limited races? We want more race-exclusive hair.
We want them improved, and we want it done within a reasonable time.
