There is a clear distinction between DPS meters and a program making callouts of an ultimate boss to give you a heads-up to do something/not do something. Frankly, I'm surprised they didn't also ban them for using third-party tools if they were in fact (I don't know - I haven't seen the video(s) of it personally, just reading articles on it).

if Neverland didn't get bans, they were probably cr stuck for displaying third party tools. or they could have removed it on their own or under request. has Neverland said anything about it?

Yes one could say that, others might say that they collected that data themselves and then put it into the tool to get the callouts at the respective time.

I mean would you also consider raiders having a extra person outside of the raid with some notes watching them through a stream and telling them what comes next cheating? Or raidleaders in voicechats calling out mechanics, which is common in all raids, is that cheating?

I think one has to make a difference here, between callouts through a tool that reads the boss itself or a tool that just tells you what comes next based on data you yourself gathered with your group. I mean you could easily use a alarm clock app on your phone to do that, would that be cheating?
