Isn't the important part getting one of the Garo titles anyway? As long as you have the title you can work on the achievements even if the event isn't going on, can't you?

The titles are only for show after the event is over. They also tell you what gear you can get from salvager. So after event no mount can be earned and for some reason no PLD shield can be got from NPC even if you have title.
