Depends as what you define as the best expansion. ShB has the best story I will give it that. Outside of that the content was lacking, and the class design took a huge hit, which is why I said this expansion made it more concrete with the direction the devs were going.

Exactly my point. Everywhere I go I see people praise Shadowbringers for being the best expansion....but its usually because of story, while others scoff at Stormblood....but its because of the story.
