Potions and Phoenix Downs are used in Palace of the Dead and Heaven-on-High, so we might get a new set of potions for the new deep dungeon.
They are very useful in low level content when your healer needs some help or disconnected. You can use them if you do a dungeon without a healer too.
It would be fun if we could use them in raids more, but for that the recast time would need to be separated from tinctures and it would help for the animation delay to be reduced. I would like it if we could use the potions on others like in most FF games.
In other news, there is no technical debt from 1.0.

I wouldn't mind seeing Potions be improved, maybe lower the % healed but remove the Max heal cap from them (and in it's place a minimum heal amount for lower level users).
Like currently the highest we have is HQ Super-Potion healing 25% of Max HP, but with a 3600 Cap.
Take it down to like 15%-20% of Max HP, and make it heal a minimum of the 3600.
I actually use potions fairly regularly on dps jobs, especially when I make a mistake in a raid. I’m sure the healers will get to me, but just in case it’ll give me a safety bump.
That said, anything but the highest one is pretty useless…
The biggest thing they’d have to do is make them not share a cooldown with stat potions, if your group is pushing dps checks you can’t use healing pots anyway because your stat pot has a 4 and a half minute shared cooldown.
Doesn't need to be once per boss, but a heavy cooldown, like 2-4 minutes, would work and make it a case of "Sorry guys, I can only rez you twice this fight. Don't die!"
Yes please, I always hear healers complaining that there's too much to heal and that others should be able to heal themselves more.

Honestly, just make PvE healing like it works in PvP. Everyone uses MP to heal n a 2.5 to 3 sec cast to restore it, rework the casters so their spells don't use MP (like BLM can keep its rotation n all just cast fire 4 X times n switch to umbral ice like everyone does now n have ice be the thing that recharges your fire 4 casts), call healers support n rework them so they deal dmg n give dps buffs like the old AST cards as a example. That would make doing everything in the game much more interesting n more like a RPG where your survival is in your own hands.
Recently, when healers have died in dungeons and I'm on a melee DPS, I've had enough self-heals to survive.
