There needs to be manufacturers with the hardware available to buy. There has been a legitimate supply problem affecting all industries though that has started to ease.

There also needs to be contracts negotiated with the locations hosting the hardware and physical space at those locations for the hardware to be installed. That can be the most difficult part of the process. If there's no room, then they have to find new locations, set up new contracts and arrange to move and install everything at the new location.

The silicon shortage excuse only works for so long if you're a corporate entity with a name so large that suppliers would be JUMPING to do business with you. Plus they've had almost a decade to design/implement a better housing system with actual dedicated hardware to support it and STILL haven't. At this point it isn't even a complaint about "why isn't it being done NOW" it's a complaint of "why WASN'T this done SOONER." We'll PROBABLY still be here 5 years from now when they've only added 3 extra wards and doubled the lottery time thinking "GOD WHY IS IT STILL NOT FIXED EUGHGHGHG" because nobody wants to admit that this problem could have and SHOULD HAVE been solved YEARS ago.
