With the people that were flinging around insults and screeching that they were incompetent and all should be fired, why would you expect they would do anything less but test every possible condition? That takes time.
And just imagine how much whining there would be if they did roll out the fix immediately without proper testing and the same issue happened again (or something even worse happened, which would be very likely)...
