    Would that work?
Don't get me wrong, I like the idea and at this point it would be a great place to begin the modular aspect of instanced housing. YoshiP disagrees.
At this point with the lottery system we already have 3 types of housing systems and there's a serial issue with feature scope in general.

Just a thought: What if the housing sanctuary successfully fixes the housing issue and that leaves the housing wards pretty much empty, save for unbought FC plots.

What if then the idea of a second, but miniature home feature outside of both the sanctuary and the housing ward system could be implemented?

And that new feature could be used out in the vast empty open world where, as Shibi pointed out the name because I forgot what it was called, "instanced gates" were put up in secluded areas where pieces of land, like abandoned buildings, small caves, etc, could be modified into little hide outs for playerwhere one could utilize a few familar features accessible when you have a house or apartment, but also special incentive features that may give special enhancement to your jobs and participation in special Fates similar to the treasure hunting feature, but exclusive to gatherer classes.

I'm just thinking off the top of my head as I understand what you're saying. But at the same time, I can also see Yoshi-P actually being able to implement a feature like Adventurer hideouts once things surrounding the current housing system and other problematic features in the game are successfully or somewhat for the most part resolved.

I also think Adventurer hideouts could give players extra incentive to actually go out in the open world and explore a bit. And maybe with a hideout feature in the open world of the game, maybe it could inspire Yoshi-P and the dev team to do more with the open world leaving it what it currently is: a vast and open empty space that's really beautiful to look at, but again, nothing much going on there besides Fates and the occasional Hunt party.

I seriously doubt the island sanctuary will be much more than a novelty, and better for crafters/gatherers. Anyway, a proper instanced housing feature would pretty much make the housing wards obsolete. I mean something on par with the idea suggested here, like ESO's or something - I hesitate to mention ESO however, due to how monetized the system is/was.

Not that the housing wards aren't already empty.

Honestly, I thought about the wards recently and thought how Yoshi-P should have just left the wards for FCs until they were filled up enough where whatever few spare houses were left could have been handed over to individual players. That way he and his team could have worked on looking for a realistic solution to giving everyone a house outside the ward system.

I think Yoshi-P's biggest issue is him just giving in and catering to the demands of the player base instead of really take a nice long look at the criticism and feedback he's given and identity the certain comments that actually could help better design his game.

About housing sanctuary being basically just a special hub for crafters and gathers...I honestly wouldn't mind that. Having a place that focuses more on giving something special to crafters and gathers would be neat. And it's not like those who don't do either wouldn't find some sort of use for the sanctuary.

Also, the housing wards don't have to become obsolete. Just make them mostly for FC wards and individual players who want that kind of shared hub system and let the rest of us have our own private little island houses. xD

    What is ESO? :0

Elder Scrolls Online. In ESO housing, much of the player housing exists as a location in the game world. By this I mean, you can walk up to like the gates of the property, or the building inside a town, and enter an instance. Some are private islands, I myself have this gigantic island mansion I got for free a few years back even. They can be small, or massive. If someone wants to see proper instanced housing, ESO is one of the good ones. However, it is heavily monetized. To the point they charge(d) $100 for some houses, "limited" time sales (fomo), housing items in lootboxes, the cash shop, etc..

Todd Howard is a menace to Western gaming... And sadly one of many.

I can imagine Yoshi-P pulling this off, but possibly at first limiting the housing sizes for instance housing to just small and medium for some reason...Until the FFXIV community comes for him again, lol! xD

The man's name is Todd Howard. And he has nothing to do with ESO.
