They already stated in the second follow-up from Yoshi that taking your refund would not affect the outcome of the lottery results, and they would work out how to obtain the gil.

This is what I was looking for so ty! - does that mean that although the issue is 'fixed', but the fix/solution hasn't been to all Data Servers / Worlds / Wards etc?

But they should still leave it there so that's there's absolutely no working out how to obtain the gil. It's going to add an extra step that nobody needs.
They are going to add it regardless, because so many people did just that - collected their gil before they potentially lost that too.
