I didnt get that message, mine just says "the winning number is 0. May you have better luck in the future!"
And my refund is still sitting there.
And it says (Current participants:1) which is me i was the only entry.
But anyway from what they have said , i should get my house :P

If you had reclaimed your gil, clicking on the results button would then say "There were no participants in this lottery."

Also i wonder what they will do about the people who won and got there refund , then spent that gil on something else.
How would they be able to pay for there house.
The equitable way to handle it would be to either-
a: Give them the normal acceptance period duration to get the Gil and claim the plot before that period's up.
b. Assess the penalty for not claiming the plot in the allotted time.
c: Not let them participate in another lottery until they've paid Gil equal to the 50% loss penalty for not claiming the plot in time.
In the end, the circumstances are due to a screw up on SE's part, so some amount of leeway will need to be given in this case. If the player who no longer has the Gil to purchase the plot due to potential misunderstanding of the events they shouldn't be penalized *in this one, singular instance* unless they go on to try to get another plot. If they never enter the lottery for another plot, ever, then no harm-no foul.
So this is good news, and I am glad they are communicating the issues with us. However I am unclear on what to do. I was the only bidder for my small plot and lost to 0 roll. I have yet to claim my refund because I wanted to see what the solution might be. In my case is it better to refund my bid or leave it in until the issue is resolved or automatically refunded to me? Sorry if this has been answered somewhere, I either missed it or just didn't understand it.

They already stated in the second follow-up from Yoshi that taking your refund would not affect the outcome of the lottery results, and they would work out how to obtain the gil.
