    The logic is that FCs can service players in the hundreds while privates service...1. So by letting more FCs have houses you in theory get more total players into houses. And yes the new FC is 1-18 and private is 19-24 is applied to old wards exactly as you described.

    Except this really means the FC leader gets the house and you get....another apartment.
