The logic is that FCs can service players in the hundreds while privates service...1. So by letting more FCs have houses you in theory get more total players into houses. And yes the new FC is 1-18 and private is 19-24 is applied to old wards exactly as you described.
With the way housing is, they're damned if they do and damned if they don't. I think the reasoning is that FCs were always the main focus for housing, given the limited space.. Hopefully it's rectified later on.
This is nothing but a disguised moratorium on personal housing. Its nothing new and you would be foolish to believe the restriction will not be lifted in due time.
also I think is unfair that the same Fc can bid multiple times on the same plot, my Fc worked hard to get enough money for a large plot but we lost to a bigger Fc with 8 entries

Good question OP. Originally the housing system was supposed to be for FCs, but then there were people making FCs just to buy personal houses so SE made personal housing, which led ultimately to a scalping game by some groups that shot the value of most houses into the tens of millions of gil even for smalls. So after that, they went to an RNG system where you click on a plackard until your blue in the face hoping to buy a house that is up for sale. That led to botting in the game with auto clickers, which then started the great anti-bot war of 2017-2022. During this period, housing entered this kind of "well I guess it exists but since I didn't get in, I'll just avoid it period."
Now it is the beginning of the new era of April 2022. SE decided to start up a lotto system so that every man can try to get a house. Unfortunately, they also decided to give more houses to FCs instead of private buyers, and are attempting to curtail "private FC" housing purchases by sticking a 30 day moratorium on new FCs from buying. Meanwhile, only a limited number are now given to private buyers. However, as can be seen by purchases in those districts, true FC purchases are extremely limited compared to private purchasers. So all this limiting did was... well show SE that private purchasing is basically the way of the world, FCs are just fighting for bigger plots, and the gnashing of teeth continues.
The best part is the resolution of housing sales after the lotto: They have not one, not two, but a four day period before the next lotto can start, so if a player loses a lotto they are unable to immediately go to any other plots that were lost and place a bid. Also, there should have just been a board where people bid specifically for a house of a certain size, and then just resolve bids by house size first.
Like lets be honest: this was probably a minimal change that was done to the system since it didn't involve adding an npc or a new market board. They kept all the wards the same, cloned them, and made the bidding system linked to the plots, so it was swapping out the RNG timer we had before for a lotto algorithm. No money spent on redesigning or generating new art assets, and all the labor is a single developer with a bit of managerial oversight.
The fact is they DRASTICALLY overestimated the demand for FC housing. Yes some FCs don't have houses yet. But others that do primarily are looking to upgrade. Large/Medium plots were the most heavily targeted. Some smalls didn't get bids or even got single bidders.
The math with this is horribly one-sided towards accommodating FCs. 5 Districts, 18 wards marked FC-only, each ward has 60 plots. That's 1,080 plots per district for 5,400 plots in total PER SERVER being dedicated to FCs. Meanwhile personals got 6 wards at 360 plots per district for a total of 1,800 plots assigned for personal housing per server. So basically anyone with a personal house is going to want to hold onto that for dear life because it's even harder to get one. And the demand for personals is far greater than the FC plots. Some of the personal wards had specific plots that went into the hundreds of bids.
FCs might get more content because of workshop. But players want their own spaces. And now they've made it even more accessible the average player. At the very least it should have been an even ward split between FCs and Personals. With future wards being assigned as needed to meet demand.

Because SE foolishly think that FC's buy small houses.
As a FC leader only the most damned of fools would grant power beyond entering the fc house to every memeber. The more people that have control the more drama,theft and fighting that will occur.
