If you can only own two houses (1 personal 1 FC) per account, then by extension you cannot own any more than that, same DC or otherwise.
The only option is to have multiple accounts, and you can't police that. Anyone can sign up with different emails, bank accounts, or whatever, to circumvent any account based restrictions, yet account based is the highest tier you can implement.
I'm aware of the definition of the word, how would it be implemented in game? How are you deciding who loses a house and how it is removed if it's not already prohibited by the system in place?
If it's automatic, then why not just prohibit them from buying the plot in the first place?
Are you suggesting SE employ their own fraud police to investigate accounts to see if they're owned by the same person? Then they retroactively remove their houses?
I'd say they already have their hands full with RMT.

People with 10+ houses were grandfathered in. It was not against the rules to buy multiple houses when they bought them.
Retroactively policing changed rules is a very slippery slope.
Yep that sounds idiotic.... lets keep rules from when the game had 1/10th the population and while people are constantly bitching about not being able to experience specific content because of greedy individuals. Especially when Square is having enough server issues on their own, I'd be fine with people owning 10+ houses if there was 10 times the opportunity. Sadly they have limited space which effects the whole playerbase

Those people still have to log in and use all of those houses every 30 days to keep them.
How would you like it if they later decided you had to Captain rank in your GC to own a house, but you bought yours when you were just a 2nd Lieutenant, and so they retroactively removed your house?
me neither, I actually know some people that genuinely plays on different datacenters so makes sense to me not locking out different dcs, just make it locked out by datacenter so you don't have someone creating 8 different FCs with their alts.

What you're proposing increases the number of houses a player can have.

This still wouldn't prevent people from getting additional houses on top of that via multiple accounts.
